When a bill is passed by both houses of Congress and signed by the President it be comes a public law and is published in the statutes at large.

States follow the same pattern as the federal government. State legislatures are not all arranged the same.
All Native American reservations fall under the jurisdiction of federal law. Tribes can and do have more specific laws, much as states do.
