Tribes have presidents or chiefs who issue executive orders. These orders are usually listed on the president's web pages. A list of tribal governments is available from the Bureau of Indian Affairs (BIA). Not all tribes have active tribal councils or governments with web sites.
These are usually found on the Governor's offical web page.
Counties or parishes tend to have governing boards, but may have an executive. You often need to search for executive orders on the county web site.
Cities have mayors and city councils. Mayors can and do issue executive orders. Generally you have to search for them on the web site.
